Threat and Hazard Identification Risk Assessment (THIRA)
A process which incorporates the whole community throughout the threat assessment process and includes the reference PPD-8, Presidential Policy Directive 8, National Preparedness directed core-capabilities focus. State and local agencies are most familiar with the THIRA model. This more holistic perspective can identify unknown constraints and risks that may have significant impact to a response.
