Protective Action Criteria (PAC)

The level of hazardous material impact that, if observed or predicted, indicates action is needed to prevent or limit exposure of people to the hazard. PAC are used for both radiological and non-radiological consequence criteria in DOE facility emergency planning and response, e.g. building collapse zone, bomb threat.
