Offsite Transportation Certificate (OTC)


An NNSA certificate for approving offsite shipments of MNSI in fissile or Type B packages that meet 10 CFR Part 71. The OTC defines the authorized package and specifies handling and transportation requirements.

An NNSA-prepared document, analogous to an NRC CoC, which describes the compliant package configuration, authorized contents, and transportation restrictions. An OTC authorizes packages for shipment of radioactive materials within the TSS and for commercial carriers. An OTC may declare essential
positive measures, administrative controls, and a maximum number of specified packages per transporter. An OTC is issued only if the requirements of 10 CFR Part 71 have been met. It may be issued for either a one-time use or multiple uses up to 5 years, at which point it must be renewed.
