Improvised Nuclear Device (IND)

A device, including adversary-modified U.S. or foreign nuclear weapons, incorporating nuclear (actinide) materials, that is designed, constructed, or modified outside of an official Government agency and which has, appears to have, or is claimed to have the capability to produce a nuclear explosion.
