Graded Approach


The processes and procedures that incorporates a risk-based approach to assess and protect against the consequences of hazards (man-made and natural) that may have an adverse impact on national security or the environment or that may pose significant danger to the health and safety of DOE Federal and contractor employees or the public.

The process of ensuring that the levels of analyses, documentation, and actions used to comply with requirements are commensurate with:

(1) the relative importance to safety, safeguards, and security;

(2) the magnitude of any hazard involved;

(3) the life-cycle stage of a facility or item;

(4) the programmatic mission of a facility;

(5) the particular characteristics of a facility or item;

(6) the relative importance to radiological and nonradiological hazards; and,

(7) any other relevant factors. (10 C.F.R. § 830.3)

The process of ensuring that the level of analysis, documentation, and actions used to comply with a requirement are commensurate with: (1) the relative importance to safety, safeguards, and security; (2) the magnitude of any hazard involved; (3) the life cycle stage of a facility; (4) the programmatic mission of the
facility; (5) the particular characteristics of a facility; (6) the relative importance of radiological and nonradiological hazards; and (7) any other relevant factor. (10 CFR 830) Proper use of the systematic approach to training ensures the application of the graded approach.

A process to ensure an appropriate level of analysis, documentation, and actions are used to comply with a requirement in a DOE Order or a Code of Federal Regulation applicable to accelerators.
