3.4 Impasse Process

Purpose

The Impasse Process provides offices the chance to have their concerns addressed. The objective is to resolve the issue at the lowest possible level and only escalate if necessary. 

Process

If an organization non-concurs on a draft directive, the Office of Primary Responsibility (OPR) will reach out to the commenting Subject Matter Expert (SME) and attempt to resolve the concern. If an agreement cannot be reached, the OPR’s and SME’s next level managers will meet to resolve the issue. If they are unable to reach a conclusion, the issue will be escalated until resolved or it reaches the Directives Review Board (DRB) member level.

If the issue reaches the DRB member level, the DRB Chair will facilitate a discussion between the interested parties. If the issue is still not resolved, the DRB Chair will have the Directives Program compile an Impasse Package to send to S2 for a final decision.

The Directives Program will coordinate with the OPR and other interested parties to develop a summary that represents the OPR’s and commenting organization’s positions. All interested parties will be given the opportunity to concur on the summary to ensure their positions are accurately represented. The interested parties may supply additional background information to be included in the Impasse Package.
