Vital Records


FCD-1 has changed to define vital records as essential agency records that are needed to meet operational responsibilities under security emergency, continuity events, or other emergency conditions (emergency operating and mission essential records) or to protect the legal and financial rights of the Government and those affected by Government activities (legal and financial rights records). (36 CFR 1223.2(b)). Vital records considerations are part of DOE’s Records Management Program, COOP Plan, and DOE’s Comprehensive Emergency Management Program.
