Program Manager (PM)

For the sake of this document, a program manager is a person responsible and accountable for managing a Program, including the identification of requirements and prioritizing, authorizing, measuring, integrating, and controlling the program activities.

An individual employed by a federal agency with oversight responsibility for the management and development of a research project or portfolio of related research projects that are financially supported by the federal government.

An individual in an organization or activity who is responsible for the management of a specific function or functions, budget formulation, and execution of the approved budget. The program manager receives an approved funding program from responsible authority identifying program dollars available to accomplish the assigned function.
