To establish reactor safety program requirements assure that the safety of each Department of Energy-owned (DOE-owned) reactor is properly analyzed, evaluated, documented, and approved by DOE; and reactors are sited, designed, constructed, modified, operated, maintained, and decommissioned in a manner that gives adequate protection for health and safety and will be in accordance with uniform standards, guides, and codes which are consistent with those applied to comparable licensed reactors.
