This manual establishes a general process and provides direction for controlling access to and disseminating Sigma 14 and 15 nuclear weapon data (NWD) at the Department of Energy (DOE). It supplements DOE O 452.4A, Security and Control of Nuclear Explosives and Nuclear Weapons, dated 12-17-01, which establishes DOE requirements and responsibilities to prevent the deliberate unauthorized use of U.S. nuclear explosives and nuclear weapons.
