The purpose of this Order is to establish the criteria and processes to maintain a consistent Employee Concerns Program (ECP) across the Department of Energy (DOE), including the National Nuclear Security Administration (NNSA). This Order provides direction to federal employees with respect to implementation of the ECP administered by federal ECP Managers (DOE ECP Managers) at DOE headquarters and at DOE/NNSA Field Offices (DOE ECP). Cancels/Supersedes DOE O 442.1A dated 6-6-01 and DOE G 442.1-1 dated 2-01-99.
