DOE O 425.1D Chg 1 (Admin Chg), Verification of Readiness to Start Up or Restart Nuclear Facilities

The order establishes requirements for verifying readiness for startup of new Hazard Category 1, 2, and 3 nuclear facilities, activities, and operations, and for restart of existing Hazard Category 1, 2, and 3 nuclear facilities, activities, and operations that have been shut down. Adm Chg 1, dated 4-2-13, supersedes DOE O 425.1D.

Admin. Change 1 to 425.1D (1st page) item number one (Location of change, page 3, paragraph 4.a.1.a was changed to include "Hazard Category 3" in the DOE Section of the order. This change was not reflected in the CRD Section, Attachment 1, Page 1 for paragraph 2.a.1.a, it still reflects Hazard Category 2 only. Should Hazard Category 3 also be added to this paragraph (2.a.1.a) in the CRD?

Additionally,

A DOE RA must be conducted for any of the following:

4.a(3)(b) Restart after an extended shutdown for a Hazard Category 1 or 2 nuclear facility, activity, or operation. (Extended shutdown for a Hazard Category 1 nuclear facility, activity, and operation is six months, unless, with PSO approval and CTA concurrence, this is adjusted up to a maximum of twelve months. For a Hazard Category 2 nuclear facility, activity, and operation an extended shutdown is 12 months);
This section defines when a DOE RA is required, was there a conscious decision made not to do a DOE review for a CAT 3 facility, activity, or operation? Is there clarification required since this section so closely matches 4.a.1.a?

Also, For nuclear facility, activity, or operation startup or restart actions, the SAA must be determined using the following criteria:
Attachment 1, CRD - Paragraph 2.b.(6), "For an extended shutdown of a Hazard Category 1 nuclear facility, activity, or operation, the CSO (or designee) must approve restart. For an extended shutdown of a Hazard Category 2 nuclear facility, activity, or operation, the CSO (or designee) must approve restart".
This section applies to determining SAA. If 4.a.(3)(b) is correct and a DOE RA is not required for HC3, this section is correct: however, if the intention is to perform a DOE RA for HC3, the requirement needs to be added here.
