Systems designated as “safety significant” or “safety critical” are subject to requirements specified in existing safety directives.  The inclusion of these proposed additions could negatively impact on the ability of the MC&A systems to meet established S&S requirements.]]></Comments>

blurred by numerous updates and poor editing.  
The objectives of the DOE/NNSA MC&A program 
should be clearly stated and reflect national needs.  
Requirements of the MC&A order should logically 
support these objectives.
The prescriptive approach of this document does 
not provide the flexibility needed for a meaningful, 
cost effective program across the DOE/NNSA 
complex.  Performance based requirements flowing 
down from succinctly stated MC&A objectives would 
accomplish this.

Adding this statement to the Safeguards Manual is inappropriate because it makes the Safeguards programs responsible for meeting safety requirements. It is the responsibility of the safety programs to ensure that systems used for safety purposes meet safety requirements and to provide budgets sufficient for this to occur. It is the responsibility of the field elements and contractors to integrate their programs. This level of integration in the directives documents does not strengthen anything, it only dilutes roles and responsibilities and adds confusion. The changes in this paragraph are especially troublesome.

General Comment: Chapter II, Paragraph I: The following statement has been added: "Software used for nuclear materials accounting must be subject to a formal quality assurance program."  ORNL and many other DOE sites use the LANMAS software for nuclear materials accounting that was developed by Savannah River personnel.  The Savannah River LANMAS Team maintains a quality assurance program and provides ORNL with revisions of the LANMAS Program as required.  We assume that these actions meet the intent of the proposed wording (i.e., ORNL is not required to have a separate quality assurance program for LANMAS).   It would be nice if the DOE Manual verified this assumption, since DOE-HQ strongly encourages the use of LANMAS.
