General Roles of the Directives Points of Contacts (DPCs)
The DPCs responsibilities include:
  • serve as a liaison between their organization and the Directives Program
  • disseminate changes in the Directives Program to their organization
  • assign subject matter experts to review and comment on directives
  • create a username and password for each delegates in RevCom
  • set deadlines for receiving comments on directives
  • consolidate their organization's comments, ensuring that there are no duplicate or internal conflicting comments. If so, act as a facilitator to resolve conflicting comments before submitting comment package
  • ensure comments submitted by their organization are approved by SO or designee
  • submit comment package in a timely manner
  • ensure that delegates and subject matter experts concur or non-concur on the writer's (OPI) responses in a timely manner
  • ensure concurrence package submitted by their organization is approved by SO or designee
  • assist writers in their organization by providing advice and guidance on the Directives Program
  • remain cognizant and provide MA-44 up-to-date information on their organization's directives and directives writers
  • participate in DPC conference calls
  • attend mandatory directives training and annual refresher training

Review and Comment Set Organization Deadline.
Upon accessing the directive on RevCom, the DPC or Delegates should click on the link for the "cover memo" in "References" located under "Document" link for any special instructions. The DPCs may set separate due dates for other offices under their purview, using the "Set Due Dates" located under the "Version" link in RevCom. Extensions to the commenting period are discouraged, and will only be granted with the permission of the Office of Primary Interest (OPI)/writer.

Designate Reviewers.
DPCs may designate delegates and/or subject matter experts to enter comments on behalf of their organizations for each directive. Comments must be identified as either "Major Comments" or "Suggested Comments." Comments for Guides are "Suggested" only. If the DPC's organization does not have any comments, he/she must click the "No Comment" button.

Consolidate Comments. The HQ DPCs must consolidate comments from all their reporting offices. These comments must be approved by their SO or designee. The HQ DPCs must put the name of the SO or designee in the "Approving Official" box and their internet address in the "Copy to" box, when submitting the consolidated comments in RevCom. Afterwhich the SO or designee and the OPI will receive a notification via e-mail.

Note that the only comments the OPI will address are those approved by the SO or designee and submitted by the HQ DPC.

Comment Resolution Period The DPC cannot enter any more comments at this point. The DPC acts as a liaison between their organization and the OPI to help resolve issues. 5 15 30 50
Second Draft Review/ Concurrence

DPCs will be alerted via e-mail when the OPI has submitted the comment resolution package. A second draft (redline/strikeout) of the draft directive will be posted on RevCom. DPCs must review the second draft directive and the OPI's proposed resolution of the comment. For each comment the OPI with his SO's or designee's approval must "accept," "accept with modification," or "reject."

If the OPI indicates "accept," then the OPI agrees with the DPC organization's comment, and as a result, the draft directive must be changed to reflect the comment. If the OPI indicates "accept w/modification," then the OPI agrees "in part" with the DPC organization's comments, and as a result, the draft directive must be changed to reflect part of the comments. If the OPI indicates "reject," then the OPI does not agree with the DPC's organization's comment, and as a result, the draft directive will not be changed to incorporate the comment. Whichever the case (accept w/modification or reject), the OPI must provide a rationale.

With the approval of the SO or designee, the DPC must concur" or "nonconcur" on the proposed second draft.

DPCs are encouraged to open a line of communication with the OPI. Any e-mail transactions between the DPC and OPI should also be sent to the MA-44 analyst.
